Intended learning outcomes

On completion of the course, the student should be able to:

• describe and explain the role of urban and regional planning in public administration
• describe and relate governance theory to strategic urban and regional planning
• compare political processes and governance structures within Europe
• problematise and discuss the relationship between politics, administration and urban and regional planning based on relevant social science theories

Course content

The course introduces the management and political  organisation of urban and regional planning from a European perspective. The course deepens knowledge about how governance of urban and regional planning can be achieved through public administration. The course also highlights how laws, regulations and administrative practices can both enable and limit urban and regional planning. Furthermore, the course studies governance theories focusing on public administration and how it is characterized by political visions and traditions. Based on such theories, the course highlights the challenges that administrative institutions face when society changes. In addition, the management of urban and regional planning is referred to on several institutional levels: municipal, regional, national and European level.

Teaching and working methods

The course is based on lectures, seminars and reports. Homework and independent study are a necessary complement to the course.

Examination

The course is examined through:

• Take home exam, grading scale EC
• Active participation in seminars, grading scale EC

For ’E’ as a final grade, it is required that all examinations using the pass-fail grading system achieve a Passing score (active participation) and at least ‘E’ on the  take home exam.

For ‘D’ as the final grade in the course, the student must achieve Pass on active participation and D on the take home exam.

For ‘C’ as the final grade in the course, the student must achieve Pass on active participation and C on the take home exam.

For ‘B’ as the final grade in the course, the student must achieve Pass on active participation and B on the take home exam.

For ‘A’ as the final grade in the course, the student must achieve Pass on active participation and A on the take home exam.

If special circumstances prevail, and if it is possible with consideration of the nature of the compulsory component, the examiner may decide to replace the compulsory component with another equivalent component.

If the LiU coordinator for students with disabilities has granted a student the right to an adapted examination for a written examination in an examination hall, the student has the right to it.

If the coordinator has recommended for the student an adapted examination or alternative form of examination, the examiner may grant this if the examiner assesses that it is possible, based on consideration of the course objectives.

An examiner may also decide that an adapted examination or alternative form of examination if the examiner assessed that special circumstances prevail, and the examiner assesses that it is possible while maintaining the objectives of the course.

Students failing an exam covering either the entire course or part of the course twice are entitled to have a new examiner appointed for the reexamination.

Students who have passed an examination may not retake it in order to improve their grades.

Planning and implementation of a course must take its starting point in the wording of the syllabus. The course evaluation included in each course must therefore take up the question how well the course agrees with the syllabus. 

The course is carried out in such a way that both men´s and women´s experience and knowledge is made visible and developed.

If special circumstances prevail, the vice-chancellor may in a special decision specify the preconditions for temporary deviations from this course syllabus, and delegate the right to take such decisions.
